The increase in use of
information technology and the rapid improvements in that field have led most
of the governmental and non-governmental institutions to depend on various
technological applications in many aspects in their work: to improve their
performance and quality of work, and to facilitate many of the procedures and
transactions, whether internally (between the different governmental
institutions) or when dealing with the citizens, or when dealing with the
regional and international institutions. This is in addition to the openness
and transparency that these applications provide due to the unified standards
for their databases and the transactions related to them.
The e-Government
in Palestine is of particular importance, as it responds to the uniqueness of
the Palestinian case. For instance, offering the governmental services
electronically is considered a vital need and not a luxury, since it enables
offering these services for more than 75% of Palestinians who live outside
Palestine as refugees or immigrants. In addition it provides innovative ways to
communicate and offer services for Palestinians inside the occupied
territories, especially with the presence of barriers and the geographical
separation between cities in the West Bank and Gaza strip. For this, The
Palestinian e-Government is considered an important alternative to face the
Israeli occupation practices and obstructions. Therefore, the sincere
investment in this field is considered to be one that guarantees offering
various services, and a window for communication between Palestinians
regardless of their locations and despite the Israeli trials of separation and
partitioning.
Within this context, this conference aims to open a
serious and professional dialogue and discussion for the issues related to the e-Governance in
general , and the e-Government services in particular, through gathering
interested professionals, developers and decision makers from
Palestine and outside, which it will:

Palestinian e-Governance and raise the public awareness about the importance of
this issue.

future initiatives and projects in the public sector institutions.

Present the most important
achievements and successful stories in the public and private sectors.

offer their services electronically.
