As part of the data governance framework and ontology that will be the focus of the GovSeer project, a Service Repository will be built. This service repository can be considered as a catalogue of all public services, which we scientifically call business processes. It is not merely a flat list of all business processes, but rather, a full description (formal, and informal) of each process. The formal description of a service includes its as-is and to-be models. All processes will also be categorized (according their nature, provider, and consumer) and controlled by a service ontology.
