Mr Atyani has Bachelor of Engineering (Industrial Management) from theUniversityofJordanand an Executive MBA from Kellogg Graduate School of Management,NorthwesternUniversity. Mr.Atyani is widely respected and recognized as a leading senior organizational excellence and institutional capacity building expert, having served in various senior capacities on several development projects for private, public and NGO sectors including Secretary General of the Palestinian Federation of Industries ( PFI), Technical Director of the Palestine Trade Center ( Paltrade), Senior Technical and Business Development Advisor of the Palestinian Private Sector Development Project ( Dai –USAID), Senior Capacity Building and Business Process Reengineering Expert of the Palestinian Authority Capacity Enhancement Project ( PACE- Chemonics International), Senior Advisor of the Palestinian National Steering Committee for Excellence of the Public Sector and then President and COE of his consulting company ( Bena’ for Institutional Development Consulting Company).
Mr. Atyanihas a well-diversified working experience of more than 22 years in different development initiatives for private, public and NGO sectors in areas of Business Process Reengineering, Organizational Excellence, Institutional Development, Reform and Restructuring, Good Governance, Performance and Operational Excellence, Business Development, Strategic Planning, Program Development,Monitoring and Evaluation, Total Quality Management, Capacity Building, and tailored Training.Mr. Atyani successfully oversaw the process of introducing the Total Quality Management System –ISO9000 to the Palestinian Private Sector firms by which the first Palestinian Company became ISO9000 certified. Mr. Atyani was responsible for implementing Centers of Excellence-COE- in five Palestinian ministries. Mr. Atyani lead the efforts toward adapting the “Public Sector Performance Excellence Model” by the Palestinian Cabinet. Now he is working with committee as Senior Advisor to build its capacity to be able to spread the excellence culture among all Palestinian Public Sector Institutions.

مفهوم إعادة هندسةالعمليات – إجراءات الأعمال Business Process Re-engineering والحكومة الالكترونية:
مع ظهورها في التسعينيات من القرن الماضي، تعتبرإعادة هندسة إجراءات الأعمال و الإجراءات أسلوباً ناجحاً تبنته كثير من مؤسسات الأعمال لإحداث تكامل فعال بين الموارد البشرية وتقنية المعلومات بغرض الوصول إلى مستويات عالية في الأداء. و هو نهج يهدف إلى إدخال تحسينات عن طريق رفع كفاءة وفعالية العمليات التي توجد داخل وعبرالمؤسسة.
تعتبر الحكومة الإلكترونية نمط متطور وجديد من الإدارة يتم من خلاله رفع مستوى الأداء والكفاءة الإدارية وتحسين مناخ العمل لتسهيل كافةالخدمات والأعمال التي تقدمها المؤسسات الحكومي ةللمواطنين. وتحت هذا النمط الجديد من العمليت مكن المواطن من إنجاز كافة المعاملات الحكومية وحتى استصدار الوثائق الرسمية عبر الوسائل الإلكترونية وبسرعة وفعالية عالية. ممايخفف عن طرفي المعادلة ،المواطنين والحكومة ،أعباءكبيرة.
ترتبط التعاملات الإلكترونية الحكومية وإعادة هندسة إجراءات العمل إرتباطاً وثيقاً. فالخدمات الحكومية هي عبارة عن عدد من الاجراءات الصغيرة والتي تستدعي تعبئة نماذج وتواقيع وإرفاق إثباتات وبيانات شخصية بالاضافة إلى دفع رسوم الخدمة. وبالتالي فأنه من غير المنطقي تحويل تلك الخدمات إلى خدمات إلكترونية من دون إجراء تعديلات عليها بما يتلاءم والبيئة الجديدة التي ستحيا فيها. وفيما يلي عرض لخطوات اعادة هندسة العمليات ( هندسة ) بما ينسجم و متطلبات الحكومة الإلكترونية:
الخطوات الأساسيةلاعادة هندسة عمليات و إجراءات الخدمات الحكومية: تحديد الخدمة المطلوب اعادة هندسة عملياتها (هندستها)، تحليل الخدمة وعملياتها، تقييم البدائل، تصميم البديل الأفضل، إقرار هندسة الخدمة، تنفيذ الهندسة فعلياً.
